Association health plans have all but been shut down by the insurance companies. The only way to get Small Business is to be an employee of a company that offers a group health plan. Any insurance company will require that any employee insured under a group health plan is actually employed by the company, and will require payroll records to prove this. I have heard of programs floating around that will offer \Small Business\' to individuals on a guaranteed issue basis, but you need to be very cautious of these. They are most likely defrauding the insurance company and are at risk of being shut down and even prosecuted. The National Association for the self-employed is not Small Business.
