We are not aware of any insurance company in California that will insure only an unborn child. In fact, several require that a newborn be at least 30 days old and free of health concerns before they will issue a “child only” policy. California allows medical underwriting for Individuals policies. This means that they may deny coverage to persons that have pre-eisting medical conditions or a health history that they consider high-risk. It would be impossible for the insurance companies in California to underwrite and unborn child in order to determine the risk factors in issuing coverage. If the surrogate has private health insurance, you need to thoroughly review her coverage or have her speak with her insurance company about including the newborns throughout their hospital stay. Many plans eclude this, but it is definitely something you will want to investigate.
