Is a Healthnet policy enough for surrogate mother?

We are not US citizens and want to have a child by surrogacy program in the US. Our surrogate Is a single mother and has a healthnet policy, we wonder if this is a good insurance or not. We really do not want to face any unforeseen financial burden in the future. If this is not good, what is the ideal insurance policy for this surrogacy?
