If you are healthy yes, but I suppose this would depend on your definition of cheap. If you are 50 and are looking to pay under $100/mo this is probably impossible. If you are 20, this may be very possible, but it mainly depends on the deductible and features you choose.
The best way to save on insurance is 1) Try to stay healthy and 2) Do not buy a health plan with a super low deductible or coverage for all the little stuff.
If you are healthy buy a more catastrophic plan and bank the rest.
