Oregon rule; secondary coverage overpays; refund vs absorb credit

Need to know what the Oregon Coordination of Benefits rule is when the primary processes/pays charge (with possible adjustments) , then billed to secondary coverage. Secondary coverage (group and individual/family) pays more than balance due. Do we need to refund the secondary coverage for the overage or absorb the credit.
