An ideal health care plan may include provisions for records access, health savings account, standardized billing, maimum costs for doctor and hospital services, and tort reforms, among other things. Records and documents are critical in the health insurance industry. It is thus important that all the records and documents of health care plans are stored in a network or system that can be accessed anywhere. The filing system must be organized so that errors are reduced in implementing the treatments, identifying and applying the medications, or performing administrative procedures. Provisions for health savings account may also be included in the ideal health care plan. The money that is not spent in the health savings account, at the end of the year, may still be used by the patients to pay for their health care epenses. Having a standardized billing system is also important for the health care plan. The cost of healthcare services must be the same regardless of how the services are paid. The cost of surgery, for eample, must be the same for those who paid for it out-of-pocket, with those who paid for it through a health care plan.
