Who can provide Gap Insurance To Pay Deductible?

Who can provide 'gap' coverage insurance for $500 deductible monthly Medi-Cal insurance to bring my share of cost to zero? I already spend $400/month on health not covered by Medi-Cal on $1000/month fied income?
