have medicare as my primary insurance and aetna as my secondary,paid,medic

had a brief hospital outpatient stay,medicare is primary,Aentna is secondary.secondary has paid, but medicare has not,nor any doctors visits to specialists.Why has medicare not paid any of the claims,since secondart insur.has paid a large part already?
